The Scottish Landfill Tax (Standard Rate and Lower Rate) Order 2018
This Order specifies the standard rate and lower rate for Scottish landfill tax for disposals on or after 1st April 2018. The standard rate is £88.95 and the lower rate is £2.80. Tax is to be calculated by reference to the weight and types of material disposed of, as provided for in section 13 of the Landfill Tax (Scotland) Act 2014.

The Personal Protective Equipment (Enforcement) Regulations 2018
These Regulations provide for the enforcement of Regulation (EU) 2016/425 on personal protective equipment (“EU PPE Regulation”). The EU PPE Regulation repeals and replaces Council Directive 89/686/EEC on the approximation of the laws of the Member States relating to personal protective equipment, which was implemented in the United Kingdom by the Personal Protective Equipment Regulations 2002 (S.I. 2002/1144) (as amended). These Regulations revoke S.I. 2002/1144 with savings (see regulation 2).

The Waste Enforcement (England and Wales) Regulations 2018
These Regulations amend the Environmental Protection Act 1990 (c. 43) and the Environment Act 1995 (c. 25) for England and Wales in connection with Directive 2008/98/EC of the European Parliament and of the Council on waste.

The Merchant Shipping (Maritime Labour Convention) (Hours of Work) Regulations 2018
These Regulations consolidate the provisions of the Merchant Shipping (Hours of Work) Regulations 2002 (S.I. 2002/2125) and the Merchant Shipping (Maritime Labour Convention) (Hours of Work) (Amendment) Regulations 2014 (S.I. 2014/308) (the 2014 amendment regulations) together with intervening amending instruments1 so as to do what is necessary in one instrument to implement the provisions on hours of work and rest, annual leave and shore leave for seafarers of Council Directive 2009/13/EC and Directive 2008/106/EC, as amended by Directive 2012/35/EU.

The Oil and Gas Authority (Levy) and Pollution Prevention and Control (Fees) (Amendment) Regulations 2018
These Regulations make provision for calculating and imposing a levy on the holders of petroleum licences in respect of the period beginning on 1st April 2018 and ending on 31st March 2019 (“the relevant charging period”). The levy is payable to meet costs incurred by the Oil and Gas Authority (“the OGA”) in carrying out its functions as well as costs incurred by the Lord Chancellor in connection with the provision of Tribunals to consider appeals against the decision of the OGA.

The Marine Works (Environmental Impact Assessment) and Marine Strategy (Amendment) Regulations 2018
These Regulations amend the Marine Works (Environmental Impact Assessment) Regulations 2007, as amended (the Marine Works (EIA) Regulations) and the Marine Strategy Regulations 2010, as amended (the Marine Strategy Regulations).

The Energy Performance of Buildings (England and Wales) (Amendment) Regulations 2018
These Regulations amend the Energy Performance of Buildings (England and Wales) Regulations 2012 (S.I. 2012/3118) (“the principal regulations”), which implement Directive 2010/31/EU of the European Parliament and of the Council on the energy performance of buildings (recast).

The Plant Health etc. (Fees) (England) Regulations 2018
These Regulations, which apply to England only, specify fees payable to the Secretary of State in relation to plant health services and the certification of seed potatoes and fruit plants and fruit plant propagating material. They revoke and replace the Plant Health Fees (England) Regulations 2014 (S.I. 2014/601).

The Town and Country Planning (General Permitted Development) (England) (Amendment) Order 2018
This order amends the Town and Country Planning (General Permitted Development) (England) Order 2015 (“the General Permitted Development Order”) to extend the existing temporary permitted development right to change the use of buildings in storage or distribution use to residential use and increase the size limits that apply to permitted development on agricultural land

The Plant Health (Export Certification) (England) (Amendment) Order 2018
This Order amends the Plant Health (Export Certification) (England) Order 2004 (S.I. 2004/1404) to provide for increases in the fees payable for services in respect of applications for phytosanitary certificates (including phytosanitary certificates for re-export) and related pre-export services.

The Capital Allowances (Energy-saving Plant and Machinery) Order 2018
This Order revokes the Capital Allowances (Energy-saving Plant and Machinery) Order 2001 ( “the 2001 Order”) and amendments made to the 2001 Order, and replaces them with a single consolidated instrument. This Order specifies plant or machinery falling within the revised lists of qualifying technologies and products issued by the Secretary of State for Business, Energy and Industrial Strategy on 26 February 2018 for the purposes of 100 per cent first-year capital allowances for expenditure on energy-saving technologies (“the FYA scheme”).

The Landfill Tax (Wales) (Consequential and Transitional Provisions) Order 2018
This Order makes consequential and transitional arrangements in relation to the devolution of landfill tax to Wales. Specifically, it makes amendments to the Landfill Tax Regulations 1996 (S.I. 1996/1527) (“LFTR 1996”) to reflect the fact that landfill tax will no longer be charged in Wales with effect from the day on which sections 18 and 19 of the Wales Act 2014 (c. 29) come into force (the “commencement date”). The amendments made by this Order will come into force on the commencement date.

The Greenhouse Gas Emissions Trading Scheme (Amendment) Regulations 2018
These Regulations implement Regulation (EU) 2017/2392 of the European Parliament and of the Council of 13 December 2017 amending Directive 2003/87/EC to continue current limitations of scope for aviation activities and to prepare to implement a global market based measure from 2021.

The Energy Information (Amendment) Regulations 2018
These Regulations amend the Energy Information Regulations 2011 (S.I. 2011/1524) (“the 2011 Regulations”). The 2011 Regulations implemented Directive 2010/30/EU (“the Directive”), which is replaced by Regulation (EU) 2017/1369 of the European Parliament and of the Council setting a framework for energy labelling and repealing Directive 2010/30/EU (“the EU Energy Labelling Regulation”).
